We help those who are struggling to provide the basic needs for themselves and/or their families through the support of the NYS Department of State (DOS) Community Service Block Grant (CSBG). We also educate through our Head Start & Early Head Start Programs which are federally funded through the Department of Health and Human Services (HHS) and lastly, provide energy conservation through our Weatherization Assistance Program (WAP) funded by NYS Home & Community Renewal (HCR) & EmPower Programs funded by NYSERDA to those who qualify. We do more than just offer one-time assistance. We connect with families over an extended period of time — working to offer educational and goal-setting opportunities to help individuals and families achieve major life changes.

Ulster County Community Action Committee, Inc (UCCAC, dba Community Action) is not alone in our work and is currently one of nearly 1100 Community Action Agencies across the United States and one of 48 in New York States 62 counties. Each Community Action Agency is a grassroots organization designed to meet the ever-changing needs of the local population. We mobilize resources and devise solutions that unlock opportunities for millions of low-income families.

Programs Offered

Energy Services

Weatherization is a residential energy efficiency program that reduces energy use. Homeowners and renters may be eligible to receive free services on their home to make it safer, more comfortable and energy efficient for low income residents of Ulster County.

EmPower provides no-cost energy efficiency solutions to income-eligible New Yorkers.

Head Start / Early Head Start

Early Head Start/Head Start is a high-quality, early childhood development program that prepares income-eligible and at-risk children for success and a love of learning. Our program provides opportunities for social, emotional, physical and cognitive development for children from birth to five years old — serving 255 children and their families — and provides special services to pregnant women.

Outreach Services

As the anti-poverty agency serving Ulster and Sullivan Counties, we provide a comprehensive approach to the needs of economically disadvantaged individuals and families through a variety of services. Our services are provided through a network of outreach centers located in Kingston, Highland, Ellenville and Monticello. These offices provide residents in both counties with access to all of our programs and other community resources.

Thank you all for weatherizing my home. I am waiting for someone to pinch me and wake me from this dream! Your crew did a wonderful job on my home. They were so polite to me and my family. This is all too good to be true!
