Ulster County Community Action Committee, Inc. (UCCAC) invites qualified contractors to submit proposals for the installation of HVAC equipment at the Children’s Learning Center Head Start facility located at 175 Colonial Drive, Kingston, NY. This project includes the installation of dehumidifiers as detailed in the Scope of Work below.
2. Background
The UCCAC Children’s Learning Center Head Start serves as a community educational facility with 10 classrooms. The current HVAC system is aging and requires replacement and upgrade to ensure safety, efficiency, and regulatory compliance.
3. Scope of Work
The selected contractor will provide labor, materials, equipment, and services to perform the following:
- Install Quest commercial dehumidifiers in designated classrooms (classrooms 1-10) including wall brackets, ductwork, supply and return grills, power wiring, humidistat, and testing.
All work must comply with applicable codes, manufacturer specifications, and industry best practices.
4. Proposal Requirements
Proposals must include:
- Company profile and qualifications
- Relevant experience with similar HVAC projects
- Detailed cost breakdown (labor, materials, equipment, taxes, other fees)
- Project timeline including start and completion dates
- Proof of insurance including general liability and workers compensation as required by law
- References from previous clients
5. Contracting Guidelines
- Compliance with all applicable federal, state, and local regulations including Davis Bacon Act.
- Certificate of Insurance with at least $1,000,000 general liability coverage and workers compensation valid for Kingston, NY.
- Commitment to complete work by November 30, 2025.

UCCAC reserves the right to reject any or all proposals, waive any informalities or irregularities, and negotiate with any respondent as deemed in its best interest.
